In 2008, a movement began to add an additional layer of bureaucratic and regulatory overkill to the downtown area of Concord. Steve Medlin stepped forward as a community activist and advocacy speaker to oppose the movement. The movement for an historic district overlay would have made the historic society and residential area residents the final decision makers concerning exterior improvements to commercial buildings in the downtown area of Concord.
Steve Medlin led a group of local downtown property owners and actively organized opposition to the proposed historic overlay designation for downtown. Steve lobbied among all the property owners to get support needed to defeat the measure. Next, Steve spoke at regulatory meetings to assure that opposition by the downtown property owners was fully understood. Steve educated city decision makers about the strong opposition felt all through the community against this ill conceived over regulatory historic overlay. Once the breath and scope of the united opposition to the overlay was fully understood, the matter was dropped.
